Wild Horses and Burros: Impeach Bob Abbey

THE LAW

Article Two of the United States Constitution, Section 4, states that: “The  President, Vice President, and all Officers of the United States shall  be removed from Office on Impeachment for, and Conviction of Treason, Bribery, or other High Crimes and Misdemeanors."

This means that the President, Vice-President, Cabinet Secretaries, and other executive  officers, as well as judges, may be impeached by the House of  Representatives and tried in the Senate.

Jefferson's Manual Section LIII, 603 states that citizens can petition through what is called a "memorial."

THE MEMORIAL

We ask the U.S. Congress to impeach Robert V. (Bob) Abbey, Director of the Bureau of Land Management, for the U.S. House of Representatives to investigate Abbey for crimes committed against federally protected wild horses and burros, and the U.S. Senate to prosecute him at trial.

The memorial petition points to violations of the Free-Roaming Wild Horse and Burro Act of 1971 and the Information Quality Act, and as such a fraudulent use of taxpayer dollars.

These are impeachable offenses.

STEPS TO TAKE

If you wish to be part of the citizen movement to impeach Robert V. (Bob) Abbey, Director, Bureau of Land Management, U.S. Department of the Interior, we urge you to take action today.

The memorial petition points to violations of the Free-Roaming Wild Horse and Burro Act of 1971 and the Information Quality Act, and as such a fraudulent use of taxpayer dollars.

  • Download and print both documents in their entirety, and read through them carefully.

  • If you agree with their content, write in the information requested on the blank lines, sign and date the Petition (before a Notary if possible).  Prepare the Cover Letter in the same way (it does not need to be notarized).

  • The Petition is a very important document. We highly recommend that you have your signature notarized.  However, it is optional.  You can send the Petition to Congress without your signature being notarized.

    Many office service retailers, delivery companies,  banks, libraries and Courthouses provide notary service.  It normally costs a dollar or two.

  • Remember when having a document notarized, you must sign it in front of the Notary officer.  If you are having your signature notarized, leave the signature section at the bottom of page 2 blank.

  • Address a Cover Letter and send the original, notarized Petition to Rep. Lamar Smith, Chairman of the U.S. House Judiciary Cmte, by first class mail or fax.

  • Address a Cover Letter and send a copy of the notarized Petition to your U.S. Representative  (especially if they are on the Judiciary Cmte).

    Send the documents to any other legislator in the U.S. House you feel may be sympathetic to America's wild horses and burros.  Address a separate Cover Letter to these legislators for each Petition you send.

  • You can send these documents, by law, to anyone in the U.S. House of Representatives.  You do not have to be a constituent. This is referenced in the cover letter, and the reason it is important.

  • Please be sure to keep a copy of your finished documents!
